Ontario has separate legislation for health and safety in factories vs construction. One example is in the requirements for personal protective equipment (PPE).
PPE requirements for industrial establishments (like factories) are determined by the employer. This means that some places will require safety shoes, safety glasses, hart hats, ear plugs, etc. and others will not.
For construction projects (even when they are inside a factory) PPE hard hats and protective footwear are legislated (O.Reg 213/91 s.22 & 23). Other PPE may be required as needed, but the classic hard hat and safety shoes/boot combination is mandatory.
